Toronto shelter system opioid overdoses There was a tremendous increase in the overdose deaths in the Toronto shelter system from 2018 to 2021. There was a decrease in 2022, but there were still 57 fatalities that year. There was also a huge increase in the number of non-fatal overdoses in the Toronto shelter system from 2018 to 2021. This was followed by a decrease in 2022. This trend started with a doubling (approximately) from 2018 to 2019.
